Shane Goettle

Vice Chairman

Shane Goettle is a North Dakota native, raised on a livestock ranch and small grains farm near Stanley. He holds a BS in Agricultural Economics from North Dakota State University and a law degree from Hamline University.

Shane began his legal career in Minot, focusing on business and estate planning, employment law, commercial transactions, securities, and real estate. In 2002, he joined the George W. Bush Administration as counsel to the Chairman of the Federal Housing Finance Board. In 2004, he became Chief of Staff to the USDA Under Secretary for Rural Development, helping manage an $87 billion rural capital investment organization.

In 2005, Governor John Hoeven appointed Shane to lead the North Dakota Department of Commerce. He advanced statewide priorities in economic development, tourism, workforce development, community services, and energy policy.

Shane chaired the EmPower ND energy policy commission and led the creation of the state’s first coordinated $1 billion infrastructure investment plan for western North Dakota, designed to support communities experiencing rapid growth from oil and gas development. After Hoeven’s election to the United States Senate, Shane served as his State Director.

In 2010, Shane and his extended family launched a gravel company in Mountrail County. He remains a co-owner and in-house counsel for the business. Shane also works with several cities in northwest North Dakota on flood protection, growth management, and infrastructure needs tied to oil and gas activity. He has served as a special assistant city attorney for Minot, Stanley, Parshall, and New Town.

Shane joined Odney in 2012 and later became an owner, serving as CEO, Director of Public Affairs, and Corporate Counsel. In 2023, he sold his ownership interest in Odney and formed Dakota Strategies. Dakota Strategies is a North Dakota based consulting and public affairs firm focused on policy strategy, infrastructure planning, communications, legislative advocacy, regulatory guidance, and support for boards, associations, and private sector organizations. Shane now dedicates most of his professional time to serving clients through Dakota Strategies while maintaining his solo law practice, continuing his municipal advisory work, and remaining active in the family gravel company.

Shane and his wife, Brenda, live in Mandan, North Dakota. They have six children and five grandchildren.
